HALO Confidential Services LLC, formerly HALO Confidential Services, was started in November 2009, when owner Jon Strash retired from the Riverside County District Attorney’s Office as a Commanding Investigator. He had served in Law Enforcement for 30 years, including 24 highly decorated years at the Brea Police Department in Orange County, CA, and another 6 years at the Riverside DA’s Office. HALO is located handily on the borders of LA, Orange, San Bernardino and Riverside Counties.
Background
Jon has lived in Mexico, France, Mali, the Congo/Zaire, New Jersey, Texas, and his home, CA. He has travelled the world many times and understands varied cultures and backgrounds.
As an officer at Brea PD, he held assignments in Patrol, Field Training, Academy Instructor, School Resource Officer & Sr. SRO, Bike Team & Crime Suppression Units, Brea Mall Liaison Officer, Detective (Sex Crimes, Child Abuse, Juvenile, Missing Persons, Homicide Team, Burglary, JTTF Task Force, Liaison with Secret Service, FBI, and Homeland Security, Financial Crimes {he identified two of the “911” financial sponsors who committed fraud to raise monies in the SoCal area in 2001}, Identity Theft, Use of Force Instructor, Impact Weapons & Range Master, OC Spray and Arrest & Control Instructor, Fitness Coordinator, Policies & Procedures, Recruiting, Association VP, trainer for SWAT, Protection Detail for the Nixon Library), Sergeant, Acting Lieutenant, and Watch Commander.
At the Riverside DA’s Office, Strash held assignments in the Special Prosecution Section (Workers’ Comp, Auto Insurance Fraud, Financial, Internal Affairs, Intelligence, Biker Gangs, Gambling, Terrorism, Liaison with FBI, Secret Service, Homeland Security, & Special Investigations), which included promotions from Sr. Investigator to Sr. Investigator II, Intelligence Investigator, Acting Supervisor, and Supervising Investigator. He was a Range Master and Team Leader of the Special Activities Unit (SWAT) and Protection Detail. He started a number of innovative programs never before seen at the RivCoDA, the 10th largest DA’s Office in the US. A proposal for a Professional Standards Unit (Political Corruption, Police Corruption, Sensitive Cases, Internal Affairs, Intelligence, Policies & Procedures, Training, Recruiting & Backgrounds, Promotions, & Liaison with Sacramento on New Laws), lead to a promotion as Supervising Investigator of the first ever PSU, and then to Commanding Investigator. Eventually, he was assigned as the Commander in Charge of the Southwest Division in Temecula, CA, overseeing all aspects of the Investigations Division, including Sensitive Cases and OIS/Major Uses of Force.
Jon has recently served his community on the Police Commission for 8 years as Chair and Vice Chair, Policies & Procedures, and PRAH Reviews. He has taught at several colleges, police/sheriff academies, and CA State Academies for police and District Attorney Investigators and Deputy District Attorneys, in topics to include Ethics, Use of Force, Role of the DA Investigator, Political Corruption, Hostile Work Environment, and others. He achieved a BA from Cal State University – Fullerton, an MS from Cal State University – Long Beach, a Lifetime College Teaching Credential from CSU-Long Beach, and attended the Delinquency Control Institute at USC, Class #87.

Jon started HALO in 2009 when he found that retirement did not yet suit him. He started by personally conducting 800 non-profit pre-employment/volunteer backgrounds, a major sex crimes case in several CA counties going back 45 years, and finding persons. He then branched out in 2012 to specializing in conducting many 100’s of background investigations for public entities, which include (d):

With 14 highly trained, retired CA law enforcement investigators with varied experience, HALO is able to handle a number investigations at any given time, and can include Rush investigations to enable an agency or company to meet deadlines. Each contracted investigator has a minimum of 20 years’ experience, many have more. Each is a CA BSIS licensed Private Investigator, CA POST Certified Backgrounds trained, members of CBIA (CA Background Investigators Association), and current or past members of CALI (CA Association of Licensed Investigators). Each is insured to a minimum of $1 million or more. Our combined average of time completing a POST background for a sworn officer/dispatcher is 4 weeks. It is not uncommon to complete a Rush job in 10-14 days. We usually charge a flat rate for backgrounds, and hourly rates plus costs for investigations. We have conducted Police/Sheriff/DA sworn and civilian backgrounds, to include Chiefs of Police and Fire, all aspects of Fire, City Managers, Assist. City Managers, Finance and HR Directors, CFO’s and CEO’s, as well as pastors and varied non-profit and volunteer positions. Our backgrounds can be tailored to fit your specific needs.
Although we are highly specialized in Backgrounds, we are very adept at other investigations as well. We are trained in protection/security activities if needed, as well as process serving and surveillance. If we can’t handle it, we will get someone you can trust to assist you who can. We are professional, trusted, proven and reliable. HALO is well-known in So. Cal, but can and does service outside our area as needed.
